We are seeking up to 10 Churchill Fellows to partake in our first annual Policy Impact Program (PIP), designed to showcase your Fellowship findings to inform leading public policy decision-makers, media and the community.
The Winston Churchill Trust and the Centre for Policy Futures at the University of Queensland are partnering to increase the impact of outstanding Churchill Fellows and their findings through a new Policy Impact Program (PIP).
The Policy Impact Program will identify, curate and advocate a selection of ideas from Churchill Fellows that have the potential to shape best practice and policy reform on a variety of relevant and contemporary issues facing Australia. The flagship of the program will be an annual publication Policy Futures: A Reform Agenda.
Up to 10 applicants will be selected to join the program. Successful Fellows will work alongside leading policy analysts to assess the policy implications of their work and develop their policy ideas into an article for the annual publication.
PIP Fellows will also be provided with opportunities to develop their skills in policy and governance, identify and engage with relevant government leaders, extend their networks, and learn how to improve the context-specificity of their findings.
With the combined strengths and convening power of the Churchill Trust and the UQ Centre for Policy Futures, the perspectives of PIP Fellows will be given a national platform and be targeted in such a way as to heighten the impact. We encourage all eligible Fellows with findings and ideas of relevance to Australian public policy to consider applying for this highly valuable opportunity.
Eligibility and Commitment

- Applications are invited from Churchill Fellows awarded in or after 2013* and whose submitted reports have been approved.

- You believe your Fellowship topic has the potential to address a contemporary issue on the Australian policy agenda.

- Your Fellowship topic is innovative and draws on interesting new ideas, experiences and perspectives from other jurisdictions (see Selection Criteria below).

- If you are one of the 20 applicants shortlisted (Round 1), you will be required to prepare a 5-minute video presentation addressing a series of questions provided (and may also be requested to submit further information) by 31 March 2020.

- If you are one of the 10 successful applicants inducted into the PIP (Round 2), you must be willing to work with Policy Peer Review experts and the PIP Steering committee to shape your research findings into an editorial which will be published in Policy Futures: Reform Agenda. You must be available between May – July 2020. Note: collaboration for article development can be done remotely via email, teleconferencing and phone calls and/or in-person if convenient.
- Applicants that are shortlisted (Round 2) will be required to provide the Churchill Trust and UQ the intellectual property licences and consents needed for the article to be published in Policy Futures: Reform Agenda. Please ensure that you read, understand, and agree to, the terms of agreement before you submit your application.
* We will consider Expressions of interest from Fellows prior to 2013 on a case-by-case basis. If you are interested in applying for the Policy Impact Program but received your Fellowship prior to 2013, please send an email explaining your interest and topic (in under 100 words) to [email protected]. We will review your EOI and inform you promptly of your suitability to proceed with a full application.

- Applications must be submitted by 12pm-midnight on Sunday 12 January 2020.
- Applications will be shortlisted by a Steering Committee from the Churchill Trust and the University of Queensland in the first instance, then by a Selection Committee consisting of high profile former public servants, academics who are experts in the policy space and public sector, and leading practitioners (see Prospectus).
- Applicants will be selected according to a scoring and ranking process based on an evaluation of the criteria below.
- All applicants will be notified of the outcomes in Stages 1 and 2. Please note that the Selection Committee’s decision is final and feedback will not be provided.
Selection Criteria
- Does the study address a significant and contemporary issue for Australia with clear implications for Australia’s policy community, at the local, state/territory and/or federal level
- Is there sufficient information and evidence in the application to form the basis of a more comprehensive assessment that is relevant to the Australian policy context?
- Are the Fellow’s policy ideas innovative insomuch as they haven’t been canvassed recently by the Australian policy community and they represent a departure from previous thinking on how to tackle the issue?
- Do the Fellow’s findings draw on interesting new ideas and experiences that have been successfully implemented in other jurisdictions?
- How much traction has the Fellow gained on their study’s findings since returning home, through measurable outcomes, milestones or achievements?
- Would peer discussion and inclusion in the publication assist this idea in gaining significantly more traction with policy-makers and thought leaders in the near future?
