I am a lawyer with substantial experience in discrimination law, including sexual harassment, legal reform and conciliation. My career has been dominated by work in gender violence including sexual harassment, sexual violence and family and domestic violence. I was the Director at the Northern Territory Anti-Discrimination Commission for 14 years and many years in the non-government sector working with other forms of gender violence, including running a women’s shelter. I am currently the Northern Territory Commissioner of Consumer Affairs.

Throughout my career I have felt privileged that women have given me their trust and shared their very personal and often distressing stories of violence, including experiences of sexual harassment in their workplace. As the Director of the Northern Territory Anti-Discrimination Commission I also heard the workplace and alleged harassers perspective. I feel I owe to all the people who have trusted me with their stories to use their stories to inform thinking around more effective and supportive options for women who experience sexual harassment in their workplace. So they can speak up without further harm and have the support to heal.

My report looks at restorative models, counselling, investigation and disclosure, Institutional Betrayal and the concept of DARVO. I look at an ombudsman model being used in San Francisco and the work of the United States Equal Employment Opportunity Commission. Lastly I explored the role of education, how to build women’s voices into reform, and sexual harassment initiatives that look into joined up approaches to workplace sexual harassment. I hope my report will be the start of a wider conversation to heal and prevent additional harm from workplace sexual harassment.
