Since 1996, Victorian, Angela Ballard had worked in the Command Element at HMAS CERBERUS, the Australian Navy’s largest training establishment. In 2009 she travelled to the United States, Canada and the United Kingdom on her Churchill Fellowship to research the prevention of sexual assault in a military environment.

Angela spent time with colleagues and leading experts in these countries, which validated her work with the RAN and the ADF. From the time she arrived, she was conscious of their involvement in multiple wars and that ‘particularly in the US, combating domestic and sexual violence is second in priority only to those war efforts.’

She writes in her report: “I found that transparency and accountability are critical in managing and responding to sexual assaults in a military environment, and balancing the needs and wishes of the victim and that of the organisation is complex. Multi-agency support, advocacy and response to sexual assault, which is something that has been successfully in place at HMAS CERBERUS since 2002, appears to be at a ‘best practice’ level.”

During her Fellowship it became evident that alcohol plays a large part in non-stranger sexual assaults across the military environments around the world and alcohol is the weapon and drug of choice by perpetrators in these situations. Noting this, she believed that risk reduction education for sexual assault must work in partnership with Alcohol and Drug educators. Angela formed ideas that led to a number of other recommendations, on which her employers are working.
