To implement a first class suspect and witness interviewing strategy in the Northern Territory - UK

The main aim of this Fellowship was to research an investigative interviewing strategy for the Northern Territory. Focusing on how the United Kingdom (UK) manage and best service vulnerable witnesses and victims.

In various ways shapes and forms the Northern Territory Policy have been delivering training on investigative interviewing since 1999. The training was adopted from the UK, harnessing conversation management and cognitive interviewing techniques using the PEACE model. A standardised technique utilised in most modern police forces.

The one size fits all mentality of training police officers in the same manner requires a strategic rethink. In order to develop a culture of professionalism when it comes to interviewing witnesses, victims and suspects it is suggested an overall investigative interviewing strategy be developed and implemented.

The strategy devised would need to address the following:

  • initial training for police
  • developing and maintaining skill levels of interviewers within the investigative area
  • development of specialist interviewing streams

The benefits of such a strategy as stated by Hill, J (2010):

'Interviews which produce more accurate, consistent and relevant information will lead to improved investigative practice, increased positive prosecutional decisions, less duplication of effort with increased probability of identifying and apprehending offenders in a timely manner.'

The study undertaken during my Churchill Fellowship was two-fold. Firstly to ensure our building blocks (ie. recruit training for police and level 1 training for investigators) were in line with best practice and secondly to gain knowledge of specialist interviewing of witnesses, victims and suspects.
