Conclusions and Recommendations: Secure Care can provide a safe and effective space for children who are at immediate risk of causing harm to themselves of others. Particularly considering that the use of Secure Care involves the deprivation of liberty, it must be ensured that advancements are made so that the active intervention being provided is of the highest standard, not merely a passive 'circuit breaker' for behaviour. Some of the recommendations require significant changes to policy, legislation and societal views. However, there is a network of dedicated professionals worldwide who are committed to these children and the staff that work with them, and by strengthening connections we can work together towards making change. Summary of Key Recommendations National and international standards to be developed regarding the provision of Secure Care. A purpose-built Secure Care service to be established with legislation that extends the possible duration of stay to up to 6 months with greater flexibility around community access to facilitate transition. Development of an International Secure Care Alliance for ongoing professional development and innovation. Significant resources should be given to the development of early intervention programs and evidence-based community interventions, with the aim of diverting children from having to need higher intensity services later in life.
