Russell Harrison is the Investigative Specialist for the City of Sydney. Through his Churchill Fellowship he aims to gain an understanding of how cities around the world are regulating short term rental accommodation and dealing with its potential side effects such as unaffordable rental housing, amenity impact, safety risks, community disruption, the exploitation of vulnerable renters and ultimately homelessness.


Russell will visit San Francisco, New York, London, Amsterdam, Paris, Berlin and Barcelona to examine approaches that these cities are taking. The knowledge gained will be used to develop effective strategies to implement here. Russell intends to share this knowledge with Local, State and Federal government central agencies and industry, via seminars, web content & guidelines.


Russell has a long history leading compliance programs in a variety of government contexts such as the Chief Investigator at the Environment Protection Authority and the Director of Compliance Operations at Primary Industries. He holds an Executive Masters Degree in Public Administration from the Australia & New Zealand School of Government (ANZOG) a Master of Arts (Investigation Management) from Charles Sturt University and a Bachelor of Social Science from Newcastle University.
