Governments have surprisingly few ways to achieve policy outcomes--they: make laws and enforce them; enter into treaties and agreements; buy things; provide services and subsidies; and they award grants!
Australian Governments (and many others!) administer billions of dollars in public grants annually. Selecting candidates is a subjective process--which means it can also be open to political whim, fraud, inexperience and poor design. The costs are wasted resources, undermining confidence in government, and lost opportunities to reach those who need grants most. To date, there is no one practice or unifying theory.
My 2023 project report examines these common problems and looks at how grant-makers in the US, UK and international organisations found solutions through innovative governance, design insight and professionalisation of grants practice. I even had a go at developing a unifying grant theory!
