David Cowan has been a member of Victoria Police since 1990 and is a Superintendent in charge of Organised Crime Division. He has led a range of organisational reforms including establishing the first Family Violence Command in Australia as well as forming the Counter Terrorism Command. He is the President of the Australia and New Zealand Society of Evidence Based Policing which comprises of senior police from every police agency in Australia which has 4000 members. He has a Masters of Criminology from the University of Cambridge, has completed the Senior Leaders in Government Program at Harvard and is a Graduate of the Australian Institute of Company Directors. He has published research in the Cambridge Journal of Evidence Based Policing and has led a number of randomised control trials in an operational environment in Victoria.
